Аннотация

Статья посвящена промышленной политике и импортозамещению критических технологий в России в период 2022 г. – первого полугодия 2024 г. На основании нормативной базы и статистики промышленного производства анализируется смена приоритетов промышленной политики, формирование перечня критических технологий и особенности их локализации. Установлено, что с 2022 г. произошёл переход от точечного импортозамещения к системной локализации критических производственных цепочек; достижение полной автономии в ряде секторов (микроэлектроника, фармацевтическое сырьё, авиационные компоненты) ограничено технологическим разрывом и необходимостью долгосрочных НИОКР. Особое внимание уделено оценке эффективности инструментов Федерального закона «О промышленной политике». Показано, что импортозамещение критических технологий – длительный процесс, требующий связки образовательной, инвестиционной и инновационной политики.

INDUSTRIAL POLICY AND IMPORT SUBSTITUTION OF CRITICAL TECHNOLOGIES IN RUSSIA

Abstract

This article examines industrial policy and the import substitution of critical technologies in Russia during the period from 2022 through the first half of 2024. Based on the regulatory framework and industrial production statistics, the study analyzes changes in industrial policy priorities, the formation of a list of critical technologies, and the specific features of their localization. It is established that since 2022, Russia has shifted from targeted import substitution towards the systemic localization of critical production chains. Achieving full autonomy in a number of sectors, including microelectronics, pharmaceutical raw materials, and aircraft components, remains constrained by the technological gap and the need for long-term research and development. Particular attention is paid to assessing the effectiveness of the instruments established by Federal Law No. 488-FZ “On Industrial Policy in the Russian Federation.” The study demonstrates that the import substitution of critical technologies is a long-term process requiring the coordinated development of education, investment, and innovation policies.
