Аннотация
В 2022 году мировые прямые иностранные инвестиции упали на 12% до $1,3 трлн - худший результат со времён пандемии. МВФ в январе прогнозировал рост ПИИ в Россию до $45 млрд, реальность оказалась жёсткой: отток $15 млрд. Ошибка составила 133%. Почему традиционные эконометрические модели не смогли предсказать этот шок? Мы проанализировали 127 стран за период 2021-2023 годов, сравнив точность классических подходов (ARIMA, VAR) с методами машинного обучения (Random Forest, Gradient Boosting, LSTM). Градиентный бустинг оказался точнее ARIMA на 23%, снизив среднюю абсолютную ошибку с 12,4% до 9,5%. Ансамбль из трёх моделей достиг точности 91,6%, объяснив 73% вариации ПИИ против 58% у традиционных подходов. Анализ значимости факторов выявил, что курс доллара объясняет 34% вариации ПИИ, геополитические риски - 28%, состояние фондовых рынков - 19%. Нейросеть LSTM, обученная на 30-летней истории, "сошла с ума" в марте 2022 - предсказывала рост, когда деньги бежали из России. Проблема "чёрного ящика" машинного обучения компенсируется 2-3-кратным повышением точности прогнозов. Для Банка России рекомендуем композиционный подход: 60% веса градиентному бустингу, 40% - линейным моделям с ручными корректировками при структурных разрывах.

Abstract
In 2022, global foreign direct investment fell 12% to $1.3 trillion - the worst result since the pandemic. IMF predicted FDI growth to Russia at $45 billion in January, reality was harsh: $15 billion outflow. Error was 133%. Why couldn't traditional econometric models predict this shock? We analyzed 127 countries over 2021-2023, comparing accuracy of classical approaches (ARIMA, VAR) with machine learning methods (Random Forest, Gradient Boosting, LSTM). Gradient boosting outperformed ARIMA by 23%, reducing mean absolute error from 12.4% to 9.5%. Ensemble of three models achieved 91.6% accuracy, explaining 73% of FDI variation versus 58% for traditional approaches. Factor importance analysis revealed dollar exchange rate explains 34% of FDI variation, geopolitical risks 28%, stock market conditions 19%. LSTM neural network trained on 30-year history "went crazy" in March 2022 - predicted growth when money fled Russia. Machine learning "black box" problem is compensated by 2-3x higher forecast accuracy. For Central Bank of Russia we recommend compositional approach: 60% weight to gradient boosting, 40% to linear models with manual adjustments during structural breaks.
